An Event Plane Detector for STAR -- Construction Proposal 2016

Abstract
This is the construction proposal for the STAR Event Plane Detector (EPD). It discusses design considerations, simulations, and physics motivations for the device. It also covers other important details such as connector construction, cost schedule and radiation hardness of the epoxy. This proposal was submitted to STAR in May 2016 and approved shortly thereafter. The device was subsequently constructed and installed into STAR. The design evolved somewhat between the proposal and final construction, but this document contains useful details not found elsewhere.
