Abstract
This paper has been withdrawn for the reasons mentioned in the Comments.
This paper has been withdrawn for two reasons: (1) it has been superseded by "A Priori Probabilities of Quantum Disentanglements" (quant-ph/9810026); and (2) due to a programming error, all the random numbers generated were drawn from [0,1], while certain of them should have been taken from [0,2 pi]
