Abstract
Let with for an integer , and let be the finite field with elements. Let be the Welch function on . For and , denote by the number of -dimensional -subspaces of $\mathbb F}_q$ such that \[ \sum_{x\in E}W_n(x)=b. \] In this paper, we determine for all . The only nontrivial case is , for which the answer is given in terms of a binary Kloosterman sum. As a consequence, we prove a recent conjecture of Hou and Zhao on the third-order sum-freedom of the Welch function.
