The Euler characteristic of $Pi{n}^{\pm }$ manifolds

Abstract

We completely determine the possible parities of the Euler characteristic of closed $Pi{n}^{\pm }$-manifolds of a given dimension. As an application we partially calculate the controlled cut-and-paste groups $SK{K}_{2k+1}^{Pi{n}^{\pm }}$, which were previously undetermined.
