Riemannian foliations on CROSSes

Abstract
We classify Riemannian foliations of closed manifolds homotopy equivalent to CROSSes.
A co-author has been added to the manuscript. The results have been substantially strengthened from the previous version: the classification now holds for manifolds homotopy equivalent to CROSSES, instead of homeomorphic. The conclusion has been improved as well. A second result shows examples of Riemannian foliations in non-standard complex projective spaces. Comments are welcome!
