Abstract

We develop a general distributional theory of fractional (an)isotropic Sobolev spaces associated with the non-degenerate symmetric $\hat{I}\pm$-stable, $\hat{I}\pm \in (1,2)$, probability measures on ${\mathbb{R}}^d$.
