Constructing nonlocal density functionals for kinetic energy

Abstract
A new method is proposed for constructing energy density functionals, which include a nonlocal dependence on the density gradients. This method is used to construct functionals for kinetic energy, which is a nonlocal generalization of the Thomas-Fermi-Kirzhnits functional.
This paper was published in 1988 in a rather obscure Russian journal, basically inaccessible for contemporary readers. I needed to cite it in a recent paper, and realized that it would be helpful to post in on arxiv, particularly since the methodology suggested there has gained popularity later on
