Abstract
Let be an odd prime, and let be a primitive -th root of unity in the algebraic closure of . We let be a primitive root modulo with . Let be an arbitrary quadratic non-residue modulo in . By the Local Existence Theorem we know that . For all and we use and to denote the elements and respectively. If we set for , then we can view the sequence as a permutation of the sequence We determine the sign of completely in this paper.
