Abstract
Let , a prime. Assume that has elements, . See as a set of points in the plane over . We show that the pairs of points in determine lines, where is an absolute constant. We derive from this an incidence theorem: the number of incidences between a set of points and a set of lines in the projective plane over $\F_p$ () is bounded by , where is an absolute constant.
